Outgoing Chief Justice Bandiyal’s speech at the new judicial year surprised many as he declared all of a sudden that this might have been his last speech before retirement. Ordinarily a chief justice makes his last speech in a specially held full court reference a day before the retirement. The holding of a full court reference scheduled for 15th September has now become doubtful.
