The “Project Imran” or “Tabdeeli Project” emerged in 2011 when the establishment decided to replace the old political cadre with a hybrid setup. Former ISI chiefs, General Shuja Pasha and General Zaheerul Islam, initiated the project with extensive support. However, it was later fully materialized under the leadership of DG ISI General Faiz Hameed and Chief of Army Staff General Qamar Javed Bajwa, ensuring its successful implementation. This hybrid setup allowed the military leadership to maintain control over key affairs.
